Some
provisions and articles of the Albanian Constitution dealing
with
the protection of minority rights in Albania (Roma community
included)
Article
18
1- All are equal before the law.
2- No one shall be unjustly discriminated against for reasons
such as gender, race, religion, ethnicity, language, political,
religious or philosophical beliefs, economic conditions,
education, social status, or ancestry origin.
3- No one shall be discriminated against for the reasons
mentioned in paragraph 2 unless a reasonable and objective
legal ground does exist.
Article
20
1- Persons belonging to national minorities
exercise, in full equality before the law, the human rights
and freedoms.
2- They have the right to freely express, without prohibition
or compulsion, their ethnic, cultural, religious and language
origin. They have the right to preserve and develop them,
to study and to be taught in their mother tongue, as well
as join organizations and associations for the protection
of their interests and identity.
Article
28
1- Everyone, whose liberty has been taken
away, has the right to be informed and notified immediately,
in a language that he understands, of the reasons of this
measure, as well as the accusation made against him.
Article 31
During a criminal proceeding, everyone
has the right:
c- To be provided assistance with a translator,
without payment, when he or she does not speak or understand
Albanian language;
Article 116 On Normative Acts.
1- All ratified international agreements
are Normative Acts with effect in the entire territory of
the Republic of Albania.
